Secondary school students have unlimited internet access through technology devices, and they become part of the virtual citizen. The rise violence, fraud, digital rape, adverse negative effect socialization gives its own concerns. For these reasons, this study intends to provide a learning module social guidance prepare 21 century learners develop awareness towards citizenship mindset. research method uses mixed methods with qualitative development approach when making module. stages are named define, design, disseminate. Evaluation used was expert appraisals, audience analysis, attitude observations. is self-learning material themes from skills; curated selves, chatting red flags, lastly, hoaxes fakes, that packed numerous resources such as video links, article, reflective self-evaluation interactive scientific resources. survey conducted resulting considered effective for so can generate good behavior in world, sense responsibility, increase security, self-limits on threats dangers, be confident, proficient using world. Based preliminary observations, first Indonesia which introduces concept module, ultimately, secondary level. Implications findings will an effort behavioral changes
